A graduate of the Yale School of Architecture, Robert Orr began designing residential, commercial, institutional, and planning projects in the 1980s that sought to reconnect style, form, and function with regional roots. Many of his projects involved collaborations with Yale colleagues Andres Duany and Elizabeth Plater-Zyberk. Duany and Orr taught together at the University of Miami School of Architecture, where they formed the early tenets of what would come to be known as Traditional Neighborhood Development.

Robert Orr authored the Design Code for Madison Landing, with contributions from Donald Powers, of Donald Powers Architects.
